Election Lawsuit Bombshell - Witness Admits to Voter Fraud & Perjury

Updated 9/25/2020 - More than 9 months after a lawsuit filed by Chiung-Yin Cheng Liu challenging the 2019 election results for Holmdel Township Committee, the hearing before the judge took place this week. After more than 2 days of testimonies by witnesses before the judge, the attorneys for both sides have rested and will submit written closing arguments on or before October 2nd. Based on her schedule, we do not anticipate a decision by the judge’s until after October 14th.

Back in February, within hours of an amended petition filed by Liu seeking to throw out some votes, the names of individuals alleged as illegally casting a vote were publicly disclosed amid cries of “voter fraud” by Liu’s running mate. The “jury” is still out on that.

However, now that all the evidence and testimonies have been presented, the only thing we know for certain is that Frank Luccarelli, the brother of Holmdel Township Committee candidate Domenico “DJ” Luccarelli, testified before the judge that he committed voter fraud and perjury!

Liu’s petition sought to include the ballot by Dolores Luccarelli, the mother of Frank and DJ, to be counted despite a finding by the Board of Elections that her signature did not match the signature on record. In support of this, court records show that Liu’s attorney filed a certification by Frank Luccarelli that stated:

Given my mother’s age and condition, I met with my mother at her home to assist her with the completion and mailing of her ballot prior to the 2019 Election. I witnessed her fill out and sign the ballot in my presence.

The certification also contained the following statement by Luccarelli that “I certify that the foregoing statements made by me are true. I am aware that if any statements made by me are willfully false, I am subject to punishment.

Shocking Twist

Township Committeeman Prakash Santhana is a party to this lawsuit that includes County Clerk Christine Hanlon, the Board of Elections, the Superintendent of Elections and Holmdel Township Clerk. Given Luccarelli’s certification, Santhana’s attorney produced a handwriting expert report that indicated that there is a strong probability that Dolores Luccarelli did not sign her name for the mail-in ballot.

Liu’s attorney then sought their own handwriting expert analysis in order to rebut and refute this. Their expert produced a report that not only confirmed that Dolores Luccarelli did not sign the mail-in ballot, she went on to say that the signature of Dolores Luccarelli resembles the Frank Luccarelli signature on the assistance part of the mail-in certification!

The reports of both handwriting experts were known before this week’s trial. Liu and her attorney had the option to drop the claim to count the Dolores Luccarelli ballot prior to the hearing before the judge. This would mean Frank Luccarelli would not have to testify. In a surprising decision and despite the damning evidence, Liu and her attorney chose not to drop the claim.


On Monday of this week, Frank Luccarelli, testified before the judge that his mother asked him to sign her name on the certification for the mail-in ballot and, rather than argue with her which would cause her to get upset, he signed her name and then signed the assistance part as well!

Right above the signature where he signed for his mother is the following statement:



The testimony by Luccarelli that he signed his mother’s signature for the mail-in ballot is an admission to voter fraud. In addition, based on his own testimony, the written certification filed with the court that he witnessed his mother signing the mail-in ballot is now considered perjury.

Before this latest bombshell, Liu’s election campaign has been marked by scandals that included “bannergate” in which a political banner hung at a school property during a football game against school policy despite Liu’s 9-year tenure as a member of the Board of Education and the false and misleading statement in her mailer that she seek to be the first Asian American to be on the Township Committee when Holmdel already had a Chinese descendent that had served as Mayor back in 1999.
